  16.      This Court has no constitutional authority to make the policy    judgments
  17. essential to regulating foreign commerce and      conducting foreign affairs. 
  18. Matters relating ``to the conduct  of foreign relations . . . are so exclusively
  19. entrusted to the    political branches of government as to be largely immune
  20. from      judicial inquiry or interference.''  Harisiades v.     Shaughnessy,                                               __________    ________________
  21. 345 U. S. 580, 589 (1952).

  24. this reason, Barclays'. . .'' will follow immediately after the word
